Joe and Anna Frank have lived in Concrete most of their lives. They graduated from Concrete High School and have always been active members in their community. Joe’s family owned and operated the local grocery store for 72 years, and they enjoy giving back to the community that supported their family for so many years. They have two kids in the Concrete School District. Anna works as a secretary for Concrete High School and manages the concessions for CYSA. Joe works for the Bellingham Fire Department and the local ambulance service, Aero Skagit. He is also serving as President for CYSA, and managing the Football program.
VICE PRESIDENT & Basketball Program Manager: Violet League
Violet League was born and raised in the Skagit Community. She grew up in Marblemount and attended school in Concrete. The past 11 years Violet lived in Bellingham where she attended school, earned a Bachelors in Early Childhood Education and a Masters in English Language Learning and taught for a non-profit organization. Recently, she has accepted a new position with Concrete Elementary and has moved back to her beloved community. She has strong family values and loves spending her time with her family and friends. Violet understands the importance of youth sports and how the relationships gained provide a wonderful platform for future endeavors. Violet loves working with children and is eager to take over the youth basketball program and Vice President role for CYSA.
TREASURER: Jennifer Collins
Baseball Program Manager & Sponsorship Manager: Chris Collins
Chris and Jennifer Collins moved from Houston, TX to Concrete in 2016. They immediately fell in love with the small town life, and are insistent upon never returning to the big city. They homeschool their 4 children, run a small hobby farm at their home in Birdsview, and have always made sports and outdoor adventures a huge part of their daily lives. Jennifer directs a homeschooling partnership program in Mount Vernon, and serves as CYSA’s Treasurer. Chris is the Business Manager for the HFSinclair Refinery in Anacortes, and manages both the Baseball Program and all sponsorships for CYSA.

Public Relations Manager: Stephanie White
Wrestling Program Manager: David White
David and Stephanie White moved to Concrete in 2017 from Oregon. They naturally fell into the grooves of the wonderful community here. Stephanie works for the Concrete School District as a paraeducator for the elementary level and has taken a board position leading Public Relations for the CYSA social media pages. David is an operator at a small hydropower plant that is at the base of Mt. Baker. The power they produce feeds into the PSE power grid. David serves as the program manager for Cement City wrestling. They have 3 children that are all heavily involved in sports year round. If you were to ask them personally, they would make plain that sporting activities along with involved parents and positive/caring coaching can help teach many things. A few of these things include work ethics, self-confidence and help build peer relationships effectively and positively in our loved children.

Cheerleading Program Manager: Jennifer Maxwell
Jennifer and family moved to Marblemount in 2017 from Vancouver, WA, though she is originally from the small town of Gleed, WA. They wanted to get back to that small town living and when her husband got a job offer in the area they couldn't resist. Jennifer works at the Skagit Island Head Start located here in Concrete as the cook-aide/class-aide. She attends Skagit Valley Community College where she is working to get her AA in Early Childhood Education. Along with being the Peewee Cheer Coach for the past 4 years, she is also a part of the Booster Club, PTO, and loves to help the community where she can. Her husband, James, works as a welder fabricator at Dogwood Industries in Sedro Woolley. he helped with being a baseball coach a few years back and absolutely fell in love with the sport, and therefore plans to continue to coach yearly. Their three kids attend Concrete School District and participate in club sports every season. Jennifer says sports were a huge part of getting acclimated and building friendships in a small town where they knew no one. Through her education, Jennifer knows the impact one caring adult can have towards building resilience in children. Building resilience through sports, children can learn to take action to deal with challenges, problem solve, manage stress, learn to seek help when they need it, and have a sense of purpose. She feels being involved in programs that benefit and positively impact children is going to have greater success for all children to thrive in this community.
